Commissioner Delp moved to the Midway area in 1979 after serving 5 years in the USAF. He managed Midway Water System for 21 years. During that period, he served 15 years in the Midway Volunteer Fire Department rising to the position of Deputy Chief and serving as Secretary Treasurer of the Board of Directors. Also, as a volunteer, he was the first Hazardous Material Coordinator for Santa Rose County. In 1990 he became a member of the Emerald Coast Local Emergency Planning Committee for Hazardous Material. In1997 he was elected as the Chairman to that committee and still serves in that position. In 2000, he changed careers and began working as a consulting engineer with Baskerville-Donovan in Pensacola. He consults with many of the private and public utilities in northwest Florida on water and wastewater related issues. In 2012, the ten LEPC's in the State of Florida elected him as their Chairman for the State. He was appointed by the Governor to serve on the State Emergency Response Commission, a position he still holds. He is still actively employed at Baskerville-Donovan as the Director/VP of the Water Resource Market. He is currently serving in his third, four-year term as a Midway Fire Commissioner.
