Throughout his distinguished career, Chief Noa has exemplified leadership, professionalism, and a steadfast commitment to protecting lives and property. His service reflects not only operational excellence but also a deep passion for mentorship, innovation, and continuous growth within the fire service.

Chief Noa has been at the forefront of critical emergency response operations, fire suppression, technical rescues, and community education initiatives. His expertise extends beyond frontline firefighting, with advanced training in specialized areas such as hazardous materials response, technical rescue operations, and emergency medical services. His academic achievements include A.S. degrees in Emergency Medical Services and Nursing, as well as a B.S. in Healthcare Administration—a testament to his well-rounded knowledge and leadership capabilities in both emergency and healthcare settings.

In addition to his operational responsibilities, Chief Noa holds an extensive list of certifications in fire science and emergency management. He also brings over a decade of experience as a Program Director, where he led EMT and Fire Academy programs, shaping the future of the fire service by mentoring and educating the next generation of firefighters and emergency responders.
